Since 2020, Jason To has served as the mathematics coordinator at the Toronto District School Board, the largest school board in Canada and one of the largest in North America, serving 239,000 students from Kindergarten to Grade 12.
In his role, Jason supports the strategic direction of mathematics improvement across the district by working alongside math coaches, classroom teachers, school administrators, and senior leaders. Among his many responsibilities, Jason assists with the development of the TDSB’s Math Achievement Action Plan, coordinates the development and facilitation of district-wide professional learning in mathematics instruction and assessment, collects and analyzes district data to monitor actions and inform decision-making, acquires and curates classrooms resources for all teachers to use, develops tools to support school improvement efforts in mathematics, and partners with other board departments, researchers, community agencies, and private companies to improve math learning for students.
Jason is a staunch advocate for the elimination of academic streaming in education — that is, the separation of students into distinct learning pathways based on students’ perceived abilities and identities. In 2015, Jason was the first mathematics teacher in the Toronto District School Board, and one of the first teachers in Ontario, to destream Grade 9 mathematics by offering only the highest stream at his school, Westview Centennial SS, leading to improved achievement, particularly for students with disabilities. Since then, Jason has worked at the district level as an instructional coach and program coordinator in mathematics to promote destreaming, shape policies to support destreaming, and work with K-12 educators to approach effective mathematics teaching through a lens of accessibility, high expectations, and cultural responsiveness.
Jason served as a curriculum writer for the Ontario Ministry of Education, assisting with the development of the Grade 9 destreamed math course. He has also served on the steering committee for the Coalition for Alternatives to Streaming in Education (CASE), a grassroots alliance of community groups working to produce changes to streaming structures in the school system. He is also a co-writer of Equity and Human Rights in Special Education: Critical Reflective Practice Guide, published by York University, and Addressing Anti-Asian Racism: A Resource for Educators, published by the Toronto District School Board and the Elementary Teachers Federation of Ontario.
For his equity-based mathematics leadership, Jason was the recipient of the 2021 Award for Excellence and Innovation in Mathematics Education from the Ontario Mathematics Coordinators Association (OMCA) and the 2022 Award for Leadership in Mathematics Education from the Ontario Association for Mathematics Education (OAME).
Jason has served as the President of the OMCA from 2022-2024, as well as a Director and board member of OAME from 2022-2025.
When he needs to take a break from the world of education, he plays NHL94 for the Super Nintendo, where he competes online as TheProfessor, ranked #1 in the world, and is a two-time world champion.
